Fully Kitted needs you to equip a fully modded weapon.
 
 
This achievement is referring to the golden weapons with each mod slot holding a golden mod.
 
 
It is somewhat rare to find one of these weapons, but you can increase your chances by landing in the Hot Zone (the blue circle you can see on the map while in the dropship). If you are on Olympus, go to the blue storm to get the loot. Higher tier loot will spawn.
 
 
You can also get this achievement by having your the person you are playing with drop his/her golden weapon for you to quickly equip. You can give it back right after and you will get the achievement.
