For NVIDIA GPU’s

Step 1. Open NIVIDIA control panel. You can search this through windows search bar or by right clicking on the desktop.
 
 
Step 2. Navigate to “Manage 3D settings”, and click on “Program Settings”
 
 
Step 3. Click “Add Program” and add AOE II: DE (make sure the game is running)
 
 

 
 
Step 4. Scroll down the list of options and turn Vertical Sync to exclusively OFF
 
 

 
 
Step 5. Go in-game and turn V-Sync ON
 
 

 
 
Enjoy your unlocked FPS, tested working on my machine, hopefully it works for you!
