Tips to Completion

To complete this achievement you will need to advance your tech a little bit to get into the more advanced factories that produce enough pollution and overpower the Town’s built-in purifier. Another tip is to avoid using the town for sale of items because the more advanced the town gets, the better their purifier gets.
 
 
What I did was set all the difficulty sliders to easy except the pollution slider, that was maxed. That way you can easily sell all your produce to the State and you will make enough money to play and tech up.
