Simply press the P key on your keyboard. This will bring you to the "Professions” screen. Here you can manage your citizens' professions.
 
 

 
 
Before you hire more builders, make sure you have enough laborers.
 
 

 
 
Once you have a few workers left, you will see the "Builders” bar at the top of the "Professions screen.
 
 

 
 

 
 
Click the + button for more active builders.
